We are seeking a Manager of Business Development for a newly created team within our Government Services division.  Reporting to the Director of Strategic Initiatives and Intelligence, the Business Development Manager will lead in the development of the new strategic initiatives by seeking business growth opportunities within the healthcare sector.  You will work collaboratively with the Business Intelligence area to keep abreast of current trends and emerging issues within the complex national, provincial, public and private health care sectors to cultivate new business initiatives.

You will also proactively develop relationships with key leaders at all levels of government, associated agencies, system partners, community influencers and provide strategic counsel to senior and executive leadership on potential strategic initiatives. 


  • Work directly with the Director of Strategic Initiatives and Intelligence to identify and formalize new healthcare business opportunities in alignment with Alberta Blue Cross strategy.
  • Develop long term operational plans that support divisional strategies.
  • Lead, anticipate, and adapt to changing priorities.
  • Build strong relationships with strategic healthcare partners, such as Government of Alberta and Alberta Health Services, and Primary Care Networks and contribute to the development, maintenance and enhancement of relationships with Alberta Blue Cross key stakeholders in alignment with strategic goals.
  • Coordinate, organize and/or attend work groups/project teams as required.  Excellent written and verbal skills in working with both internal and external stakeholders.  


  • Post-secondary education in a health services related area such as Bachelor of Science, Business, Nursing, Master of Public Health or MBA.
  • Must have a minimum of 5 years of progressively related experience with business development with preference given to those candidates with government experience.
  • Management experience to support the development and mentorship of staff.
  • Direct experience in strategic planning, new business development, execution and partnership development.
  • Strong interpersonal skills to effectively build internal and external of network with key stakeholders.
  • High emotional intelligence skills to understand stakeholder perspectives and how they relate to potential new business opportunities.
  • Knowledge of health care environment both provincially and federally would be an asset.
  • Analytical and communication (verbal and written) skills are essential. 
  • Must have a high degree of critical thinking to analyze the intricacies of public and private healthcare.
